At some point we have to take responsibility... Did you read the list of citations??? Only two were written because of SB101 and it was for lack of supervision (it came into effect 1/1/09).... As an OHV rider, one of many who wants to protect these rights for our families and have worked our butts off for ZERO dollars for well over a year now - with the Federal government shutting down so many riding areas, with Safekids and other child safety advocates wanting to ban kids.....I just have to ask one thing...why are we our own worst enemy. law enforcement does saturation patrols all the time....we will see far more law officers writing tickets and quite frankly it helps to protect our sport for all of us. We are paying the piper for each of those riders who are not obeying the laws. Those who break the law threaten our sport....period. They also tend to be the ones who don't help fight for our right to ride. Why can't the OHV community see what thin ice we are on??? Obviously those riders don't give a rip about your right to ride...or mine. Rather than be angry at law enforcement - we need to put PEER pressure to work and take care of our own backyard. These riders are only giving our opponents ammunition and believe me we are already outgunned. Read the letter from Donald Cardin - he is trying to send a very clear message - "hey guys - you are cutting your own throats". He is actually giving us a polite warning. As far as the comparison to stopping all traffic to see if everyone is legally operating, they do that too BUT no one is in danger of losing their right to drive a car on public lands!!! The stakes are so high it really makes me angry there are so many people who are putting this sport in jeopardy because they can't comply with 99 decibels (99 is loud)..... How about the people who didn't have stickers - that is ATV money for all of us. Money to develop trails, money to buy riding areas, money for education....it is our money so they are in fact taking from us. If the laws aren't enforced and the right people held accountable what good are the laws that protect those who comply. There is a saying "we pay dearly for the sins of our brothers" - it couldn't be more true. What happens when they have so many non-compliant and the land managers chose to close the area??? How fair is that to your family who follows the laws??/ Is it the fault of law enforcement for catching these riders - or the fault of the riders clearly not in compliance with the law??? Who do we want to protect - families riding legally and responsibly together - or people who continually break the laws that will eventually cost us all?
Shame on those who choose not to be a positive influence and represent us well. We may be able to win the battles with the environmentalists, child safety advocates...but unless we change our mentality and clean it up ourselves, the enemy within will cause our ultimate demise....Lindy

Read this. I am an objective person. But - I find this entire message - Militant, TRYING to find ANYONE in violation. I am going to respond. It is threatening the entire OHV community. I am dumbfounded with this.
They are FLYING over riding areas to find everyone in the area so they can go inspect them. They are not trying to help anything they are doing everything they can to write citations and prove to the local authorities that there are people out there that are STILL not in compliance and I think they have a "bee in their bonet" to shut us down.
I compare this to: How about every two days they shut down Division St in Portland and check every car for insurance. They should do that daily. I really feel that the powers that be are staffing up to shut our fun down.
They deployed six teams in the Milican area (the desert 25 miles east of Bend) after fly overs by airplanes. They probably contacted every group in the area. They wrote 53 citations or warnings. Flying over an area during hunting season and then going in within 24 or 48 hours is illegal....
I don't even know how to respond. I bet if the law did shut down Division st. for two hours - they would write a hell of a lot more than the above number....
Do you have an opinion on this?

OHV Enthusiasts, This last weekend, a follow-up Aerial Flights was conducted to measurethe progress of OHV compliance on the Central Oregon trails since theeffort that was conducted on April 5th and 6th. Once again, COHVOPSprovided assistance to local Law Enforcement officers from the USFSand the BLM with the main focus being on the Millican and the East FortRock trail systems. In my last message, I invited everyone of you to check your individualOHV's for ATV Sticker, Spark Arrestor, and 99db compliance aswell as acquiring a map of the area before you offload your OHV's onpublic lands and study it throughly so that you know legally where youshould be riding. Despite my efforts to educate the OHV community and attempt to reducethe amount of violations occuring on public lands, the total violationsobserved on this one day patrol actually exceeded our two day patrolin April. On May 3, 2008, a total of 53 written warnings and violations witnessedby the 6 teams of officer were issued on this date. You might ask whatthese violations were for. Below is a breakdown of the violations. No Spark Arrestor (10 violations) Operating a Motorize Vehicle on Public Lands with a Suspended LIcense (1 Violation) Minor under the age of 16 without adult supervision or operator's permit (2 Violations) Expired or Failure to display Valid ATV Sticker (18 Violations) Operating in Closed Area (19 Violations) Open container (2 violations) Traffic Stop - No Front License Plate on Vehicle (1 Violation) Fire season is quickly approaching and in just one day we found 10OHV's with no Spark Arrestors. What if the next subject line you readin the paper went something like this: 3500 Acre Fire Destroys East Fort Rock OHV Trail SystemsFailed Spark Arrestor the Cause, Trails Closed Until Further Notice! At what point does the OHV community take responsibility for public lands? COHVOPS commitment to the OHV community is to develop and maintainOHV trails systems and provide a consistant educational component to allthose that utilize the trails so that everyone utilizing the trails can bereassuredof their safety while on public lands. Your commitment to these public lands is to take this education seriouslyso that COHVOPS can continue to provide the service you expect from them.This includes sharing and reinforcing this education to your friends,familyand the OHV community, to confirm their short fall does not become anOHV downfall. The purpose of these patrols are "Not To Find You In Violation, ButRather To Find You In Compliance". When COHVOPS does all that is feasibly possible, but still no complianceis attained, any liabilities will fall back on the OHV community.
