At the end of a very hard years work - there is nothing like seeing it in black and white - Here is the SB101 ORS proposed rules addressing grant funding, rider-fit, safety training, etc. to be presented at the public hearings. After a lot of hard work by several committees (made up of ATV groups, clubs, Parks, Law enforcement, Forest Service and BLM officers, and several individuals who participated in SB101), this solidly reflects the intent of SB101. The Oregon Parks and Recreation Department (OPRD) will be holding five hearings in July to receive public comment on proposed All-Terrain Vehicles (ATV) Oregon Administrative Rules (OARs).
The draft Oregon Administrative Rules are available on OPRD’s website egov.oregon.gov/OPRD/RULES/index.shtml beginning Monday, June 23, 2008. The rule changes are in response to 2007 legislation. Senate Bill 101 requires that persons operating Class I (quads) or Class III (motorcycle) ATVs for recreational purposes on Oregon public lands successfully complete an ATV safety education course. It also includes new requirements for adult supervision of youth under 16 years of age, fastening of helmet chin straps, and properly matching youth under 16 with a correct size quad. These new requirements will be phased in over a period from January 1, 2008 through January 1, 2014.
The public is invited to the hearings to comment on the proposed changes either in person or in writing. Written comments will also be accepted in the OPRD office (or postmarked) no later than 5:00 p.m. Friday, July 25, 2008 and can be sent to:
