Wanted to loop in our group on new business from the Park meeting yesterday. There will be a public hearing on June 5th in Salem (Ron-please notify the group on times and locations of all three meetings) on the changes we hope to implement. The first is to allow clubs, non-profits, government entities, etc. to be a successor on a land use purchase in case of default by the originating club. The second issue is to allow a waiver for the 20% portion a club or organization must co-pay for land purchases made with Allocation funds. A current example is a club wants to purchase a piece of land for 1,000,000. They would have to come up with 200,000. For most clubs that is impossible and it discourages increasing the riding areas for all of us. A waiver (with proper consideration and restrictions) would remove that roadblock. Considering the pressures to get us off of public lands - we need private land purchases. Please send letters of support to Ron Price Ron.Price@state.or.us, and if you have questions, please feel free to ask me, Ed Arinello, Ron Price or Tyrrell (his email address is below) and we will do our best to help!! Thanks once again, Lindy
Hello Dave and crew (please pass on to your group as I was unable to include in cc)... I was at the Park Board meeting yesterday and essentially we do need to have everyone support these two concepts. Our group all agreed on the successor including clubs, non-profits, and other entities in addition to governmental agencies. One of the changes we proposed is to require a continual successor if a club defaults. With regard to the waiver on the 20% almost everyone agreed there should be an opportunity for anyone to apply for a waiver with three reasonable qualifications - Parks did a great job putting that together so it is fair and can be determined based on the situation by the allocation committee. Only one person felt the waiver should apply for only government entities- the rest of us wanted clubs, etc. included. Parks is a wonderful partner and they have done a great job in putting this together and hosting a work session prior to the actual public hearing.....BUT - it needs support from the community of riders otherwise the commision could decide otherwise. Tyrrell did a great job and it was a pleasure meeting him... He is right on the money about needing letters and bodies in support of these changes as there is some opposition. Tyrrell is a great resource to forward any questions you may have as I was the new kid on the block with a pretty steep learning curve!!! I plan on attending the hearing in Salem and hope to meet many of you there!! Thanks, Lindy
O.K. All.... the acquisitions rule change wording in our favor is complete. Parks is required to have public hearings before they enact the changes. They WILL NOT enact changes that do not have support, or that have monstrous opposition. Of course, our opponent is gearing up an opposition campaign to show and object at these public hearings.
IT IS CRITICAL YOU SHOW UP AND SUPPORT THESE CHANGES OR WRITE YOUR LETTER OF SUPPORT TO:
RON PRICE, OHV GRANT PROGRAM COORDINATOR, 725 SUMMER ST. N.E. SUITE C, SALEM, OR. 97301
THIS IS AN ANOTHER NUMBERS GAME. THE MORE SUPPORT, WE WIN. THE MORE OPPOSITION--- THEY WIN.
PLAN THE TRIP AND / OR YOUR LETTER. PLEASE. PLEASE. PLEASE!!! Salem on June 5 and Bend on June 7, I think they are evenings and I still do not have info on specific location. Plan the trip and we will get you the specific destination.
A Support letter should say you support clubs, organizations and non profits as inheritor / successors (they are much more efficient, effective and desirable than government entities are)
and you support 100% funding options for acquisition grant requests approved by the allocation committee.
Thank You
Your President

Hi to all,
Here is a copy of the proposed rule as we finished it out in Salem yesterday. You will note that we were able to include non-profits and clubs as full users of the funds for all items. We were also able to include entities that are not government as successors.
THIS IS NOT A DONE DEAL.
There will be a public hearing in Salem on June 5th and a public hearing on June 7th in Bend. These heariongs are to take public comment both for and against the proposed rule change. IT IS IMPERATIVE THAT WE BE HEARD OR HAVE LETTERS ON RECORD IN SUPPORT OF THIS CHANGE.
If you cannot go to the hearings you should write a letter to
Ron Price
ATV coordinator
Oregon Parks and Recreation
725 N.E. Summer st.
Salem, Oregon 97301
Your letter should state that you strongly favor the rule change as proposed and want to be sure that clubs and non-profits are included in the acqusition of land for motorized recration. You can tell of your vast experience etc. to fill in but a simple "I support" will do.
You can look at the rule as we finished it on the attachment.
Please feel mfree to contact me if you need to.
Dave, you have a complete e-mail list of lots of guys so forward this to flush out any who can support us in this matter.
