We had a great meeting this past week - everything actually came together and everyone is headed in the same direction. Hands on for kids under 16 will be required by 2012. It looks like ASI/MSF will work for the hands on as will 4-H and some other programs. All kids under 16 will have to take the online portion by 1/1/09 and if they have already had ASI they can get their permanent card and be done. For those kids who haven't taken ASI and you have a free training certificate available I would get your call in to schedule the class before the rush hits.... We are still working out the kinks on club/individual training but plan on hitting that hard after we get through the final phase of administrative rules. Steve Garrets, the guy who put together Team Oregon for onroad motorcycles presented an outline and overview of the online course. His team has done a great job and are well into getting the online training program completed. We really need to be understanding of the herculean effort put into this when we are just seeing the training online a month or so before the first (kids) deadline. A grace period may be considered if needed. Remember adults are stair stepped based on age. Hopefully the adults will hold off a bit on the online training so we don't slow it down for the kids.
With all the input it was also agreed we would offer reciprocity but not an exclusion for out of state riders. ASI/MSF and 4-H programs are in every state - even if there is no training requirement so hands on is available. The adults can also satisfy the requirement with the Oregon online program. Most states take a "know before you go" stance so the rules stand the same for everyone. I strongly believe Oregon is setting the precedent these other states will have to follow or be faced with youth being banned completely. Many states already ban youth and more have legislation pending to prohibit youth on ATVs. Sadly the OHV community in other states have failed to pull it together as we have done.
Last but not least we all recognize the massive elephant we have before us getting up to 50,000 kids trained by 2012. When we get a little closer we will need you - clubs, dealers, moms and dads, grandpas and grandmas, law enforcement officers, teachers, and anyone else involved in this sport to step up. We can do this if we follow our convictions and passion. We have no room to pass the buck on this one - we must take ownership or we fail.
Parks has done an incredible job......actually they amaze me with the progress and vision they have. We have been their partner each step of the way and they have given due respect and consideration to the OHV community. The members chosen for the work committees couldn't be better. It has been an honor to serve with them.
This is totally cool and we should all be proud of what we have and will accomplish. This is so much bigger than any of us individually...awesome in fact, but it is because we have each worked hard as a team. - Consider the legacy we are leaving our children and grandchildren....
